In order to resolve the issue, I think you will have to do a dynamic test. Turn on the hot water and let it run. Go back to the boiler and try and trace down the piping to see what is happening. There are 2 primary questions: 1. is the water not getting hot enough. 2 is the water getting hot enough but being mixed with cold at some point.

If the water were allowed to constantly flow through the solar heater, the hundreds of gallons of cold water in the pool would overwhelm the 10 or so gallons of water in the solar heater. It simply wouldn't have enough time to heat up before it got sent to the pool. To solve this I installed an outdoor timer to my pool pump.
